Called to Order
The regular monthly meeting was called
to order at 7:05 pm by Chairman Chad Sandey. The Pledge of Allegiance was said.
Minutes
The
following list of minutes were presented – March Meeting, April Meeting and
Board of Appeal and Equalization Meeting.
Motion by Bruce to approve the
minutes for the March 1st Meeting, second by Bill, Unanimous. Motion by Bill to approve the minutes for the
April 5th Meeting, second by Bruce, Unanimous. Motion by Bruce to
approve the Board of Appeal and Equalization Minutes, second by Bill,
Unanimous.
Motion by Bruce to
Erase the recordings of the March Meeting, April Meeting and the Board of
Appeal and Equalization Meeting, second by Bill, Unanimous.

Todd
arrived at meeting late and the board discussed the amount of rock that was
used and Todd explained the rock was for more than one road, it was used on
various roads in the township. Todd will
bring the slips to the next meeting. The
slips will be used to verify the deliveries against the bill.
Motion by Chad to approve the total amount to Dvorak Excavating as
presented, second by Bill, Unanimous
Motion by Bruce to accept the
monthly charges as read, second by Bill, Unanimous.
Public Comment – no comments
BUSINESS/DISCUSSION:
Sheriff’s Department – Sheriff’s Deputy Guralick
attended the meeting. There were about
59 calls for the month of April.
Prior Lake Spring
Lake Watershed District – Spring Clean-up
at Crystal Park. There were 40
volunteers. Huge success. Alm treatment will be done shortly on Spring Lake. Last time it was done the treatment lasted 5
years. Curt hopes this time the
treatment will last 8 to 10 years before it needs to be done again. A meeting was held with Sutton Lake residents
about the control structure the Watershed District would like to build to slow
down and capture water for a couple weeks in the spring which would hopefully
protect the property owners on lower Prior Lake from flooding and should have
no real impact on Sutton Lake.
Prior Lake Spring
Lake Watershed District Management Plan – Kyle from Stantec Engineering has
been involved in some of the meetings with the Watershed at Spring Lake
township, he said one of the plans the Watershed may implement is to require
residents to have a special permit when the impervious surface of tar, cement,
roofing is larger than normal – the owner would need a special permit from the
WMO. At this time, the board did not
have any recommendations for the WMO board.
Curt Hennes informed the board that they are taking input until 2019 –
The management plan will go into effect for 2019 – 2029.
Stantec – The township received the agreement from the
county regarding the HWY 169 Corridor study.
Kyle and Pat from Stantec reviewed the agreement and said everything
looked good. Chad briefly explained the agreement between Scott County and the
township is to do a study to decide future alignments, and frontage and backage roads from 173rd street north to the
Sand Creek/Louisville Township Line.
There will be different option designs for intersections through the
area. We have received a grant in the
amount of $100,000.00 and Scott County will be adding $37,500.00 and the
Township will be adding $12,500.00 for a total of $150.000.00 for the study. Stantec
will be handling most of the study processes.
They have already put together a timeline and meetings have already been
scheduled. Motion by Bruce to sign and move forward with the agreement and the
study, second by Bill, Unanimous.
Kyle said the base mapping has been
started. Traffic counting is set up for
May 18 through the 20. County meeting
set up for next week. 1st
week of June will be the Open House for the Businesses and the 2nd
week of June will be the Open House for the public.
Ace Auto – Owners of Ace Auto were
in attendance at the meeting. Property
Plat has been signed off by the county and township. Conditional Use Permit application has been
filled out and gone through all the proper channels. The county has approved the CUP with the one
condition that the township sign off on it.
Amy and Tom Bedeaux
were also at the meeting and have concerns in regards to the fence/screen that
will be constructed around the property. Their property is right next to the Ace Auto
property, Amy is concerned about people
who may be looking around the property after hours, with the possibility of
being on her property and the security. After much discussion as to the placement of
the fence/screen/driveway position, a motion/recommendation was made by Chad to
approve the CUP request as recommended by the zoning administration staff and
the planning commission with the following amendments to the recommendations, 1
- allow the north driveway to be gravel and maintained until maintenance
becomes a concern, 2 - the south fence line will be screened with landscaping,
second by Bruce, Unanimous.
Annexation Letter
from City of Jordan – The township received an annexation letter from the city
of Jordan. The Jordan School District purchased a 40-acre piece of the Schladerhoff property.
They will use it to build an elementary school in the future. The school has now instructed the city to
move ahead with the annexation process.
There is a meeting scheduled for May 21st at the City of
Jordan council chambers at 6:30 pm. Chad
has discussed this annexation with Bob Ruppe.
Normally, the township is allowed to charge a fee of $500.00 per acre to
annex this property for development.
Because the property will be used for a school, the township would more
than likely not charge this fee. There is no timeline on the process as of
yet. This is an opportunity for the
township to stress the importance and request another meeting regarding an
annexation agreement with the city.
Solar Garden
Scholarships – The
township has received the checks from Next Era for the Scholars for Dollars
Program. We can now send the $3,000.00
to Jordan High School and $1,000.00 to Shakopee High School.
A Joe Menke contacted the county regarding a
glare that he was getting off the sides of the panels – not the top of the
panels in the morning hours of sunrise.
The county has been to Joe’s property and did see the morning glare. He is now added to the study with the county and
will be receiving the $1,500.00 for screening.
Mary Ann VonBank
who owns the VonBank Farm, which is situated between
the two solar farms, has called the county to take advantage of the $1,500.00
screening being offered by Next Era, When at the farm you can plainly see
both of the gardens. The county is in
the process of working through this with her.
Dust Coating Costs
to Township Residents – Dust coating letters were mailed out on April 25th. Bill said dust coating is now scheduled for
May 22, with a backup/missed date on the 24th. Bill advised the board that Valleyview will
be dust coated by the County this year. Thank
you to Barb Weckman Brekke
for getting the county to take care of the dust coating again. Todd from Dvorak
Excavating suggested to keep on top of the grading on Valleyview Road because
of the traffic. The board agreed to have
Todd keep and eye on this road.
Reports and
Discussions:
Road Report: The spring road tour
was completed on April 28th.
The board felt most of the roads were in excellent condition. Hopefully, they will not need as much gravel
as they have in the last couple of years.
There are a few areas that Todd is aware of a couple corners that need
extra gravel. Todd will advise Bill of
the specific areas. Bill has been in contact with a couple different tree
trimming companies and will be getting estimates. The trimming will most likely be done in the
fall.
Motion by Bruce,
second Chad to approve the road report from Bill. Unanimous
Bruce Hunstad: Bruce will be following up with more
detailed information on the Road Tour.
The board is hoping to get letters out to some of the residents that
they see a variety of issues on the roads ie, issues
with driveway entrances, farming on the right of way, trees in the way,
etc.
Bill Schneider: Shakopee Sands
Meeting. Residents/Businesses in the
area complaining about the blasting and causing issues. Bill is going to be working with Bob Pieper
to get more exact information as to date and time of day that this is happening
and following up with Shakopee Sands to get explanation on why this is
happening.
Chad Sandey: Legal Day for the township. Many good topics that were discussed.
