Annual Board of Appeal and Equalization Minutes

6:00 pm –  April 25th, 2018

 

Officers Present:           Chairman Chad Sandey, Supervisors Bruce Hunstad and Bill Schneider, and Clerk, Shelley Pauly

 

Others Present:            Tom Brown, KOA Campground, Katelyn Fedorko, Scotty County,   Scott County, and Chad

                                       Bohnsack, Scott County

 

Called to Order:           

The Annual Board of Appeal and Equalization meeting was called to order at 6:08 pm by Chairman Chad Sandey.

 

Opening Statement:     The 2018 Local Board of Appeal and Equalization statement was read by Chad.

 

Appeals:

 

Tom Brown, KOA Campground

Tom presented the board with the history of past taxes for this property.  This year the property was reclassified from Seasonal Recreational to Commercial Industrial which more than doubled the amount of taxes he will be paying this year.  He has filed a suit with the MN Tax Court and is still waiting for a response.  Tom questioned the county as to why the reclassification.  _____________, Scott County informed Tom of a Minnesota Statute that states a Seasonal Recreational classification requires the property to have a water way on it and the business must provide organized activities.  The KOA does not have a water way and therefore needs to be classified as Commercial.  After much discussion the Board suggested to Tom to contact his legislators at the capital to help him get this Statute changed.  They said he should contact Tony Ahlbrecht and Eric Pratt.  Tom agreed to contact them.  Motion by Chad to affirm the classification for the Minneapolis-Southwest KOA as Commercial Industrial and would keep the classification the same, second by Bruce, Bill did not agree.

 

Bill Schneider, 21525 Xanadu Avenue

Bill’s concerned is how the county can increase the value of his home by $90,000.00 in one year.  The county stated it is valued by comparable homes that have sold in the recent year.  Bill said his home is 90 year’s old and will need a new septic should he ever sell.  The county said they would be willing to come out and take a look inside the home to see if the value is wrong.  Bill does not feel he needs to let them into his house to review the taxes.   Motion by Chad to affirm the county’s valuation of the Schneider home on the 2018 tax statement, second by Bruce and Bill abstained from the vote.

 

Chad Sandey, 195 North Sutton Lake Blvd

Chad questioned the County on the valuation of the 6 parcels of land that are classified as Green Acres.  The 6 parcels do not seem to be comparable with each other.  Chad Bohnsack, Scott County took a look at the statements and agreed the county needed to look further into the situation.  Katelyn Fedorko, Scott County took down the two PID numbers in question and will look them over at the office and get back to Chad. 

 

Consent List:                Katelyn Fedorko, from Scott County read the list of property owners who had questions about

the valuation of their property.   A motion to accept the names on the consent agenda list by

Chad, seconded by Bruce. Unanimous.

                                  

Adjournment:               A motion was made to adjourn the meeting at 7:10 pm by Bruce, seconded by Bill.
