Called to Order
The regular monthly meeting was called
to order at 7:02 pm by Chairman Chad Sandey. The Pledge of Allegiance was said.
Minutes
Minutes
for the July meeting were presented to the Board. Motion to approve the minutes
by Bruce, second by Bill. Unanimous. Motion
to erase the July recording of minutes by Bruce, second by Bill. Unanimous.
Treasurer’s Report: Treasurer’s Report was submitted by
Michelle. Motion to accept the report by
Bruce, second by Bill. Unanimous. Chad
asked Bill to do the final inspection on the driveways we currently have
escrows for so that we can refund the balances to the property owners. Shelley
will send the paperwork to Bill to sign off on.

Motion by Chad to accept the monthly charges
as read, second by Bruce. Unanimous.
Public Comment –. Herb requested the
board be sure the seed mixes they are using are site specific and not a general
mix for all areas. Chad assured Herb the
board will be careful in what they select.
Travis Cherro
inquired if any members of the board were informed of a court date for Hentges Gravel Pit.
The board was not aware of any set date yet.
BUSINESS/DISCUSSION:
Sheriff’s Department – Deputy Guralnik
advised the township that there were no serious calls during the month. The total number of calls for the month was 56
– including traffic stops. Deputy
Guralnik informed the Board of some concerned residents who spoke to the
deputy’s that attended the Night Out Party on Golfview
Road by the Golf Course. They would like
to see the speed limit lowered and increase the number of speed limit signs on
the road. Deputy Guralnik just wanted to
make the board was aware of their concerns.
Prior Lake Spring Lake
Watershed District
– Lakefront Days are this weekend August 4th through the 7th.
Prior Lake Spring Lake Watershed
District will have a booth. Lake
Elysian has had a major Carp kill due to a virus. This virus does not kill any other game
fish. Sunday paper last week had a great
article on zebra mussels. Reconstruction of Spring Lake Public Access will
begin on September 6 through the end of October.
Long Range Planning
Committee
–Meeting for July was held at the Jordan library and most of the meeting was
about zoning and mapping of the county.
Herb said it was not as large a group as he would have liked. He said there was good discussion. Minutes
from the last meeting are attached. Next
meeting will be on Thursday, August 17th at 7:30 at the Jordan
Library.
Leslie Whitehair CUP Application for Personal Riding Arena –
Ms. Whitehair presented the board with the application
for a CUP permit and an application that she has been working on with the
county. After much discussion, it was
decided that the board had a few more questions regarding the bluff. The board
requested a copy of the erosion plan. It
was decided to table the application until September. Motion by Bruce to table the CUP application
for a Personal Riding Arena on her property until the September meeting, second
by Chad Unanimous
Larry and Mary Aszmann – Frontier Service The Aszmann’s
questioned the board as to the service provided by Frontier to the
township. Frontier has told them that
they are at capacity right now and cannot serve them. Larry asked if the township had an agreement
with Frontier. Chad said as a township
we do not. Now, the service is spotty
and not available to everyone due to the number of residents they can
serve. The board explained to them that
there is not a whole lot they can do.
There are a variety of other options such as hot spots through Verizon
or Direct TV until the frontier connection can be made. The board suggested they join the Sand Creek
Township Nextdoor app to get information from other
residents of the township.
Stantec – Bluff Drive –Everything at Bluff
drive is pretty much done. Kyle
requested a delay in presenting the 2nd payment since the finalized
bill is not ready. Kyle asked to table until next month. Motion by Chad to table explanation of
payment #2 for Bluff drive until the September 7th meeting, second
by Bruce Unanimous.
Stantec – Frontage
Roads and Alignments –
Kyle presented the board with detailed breakdown of the proposal for assistance
with the 169 corridor and the opportunities and issues for the
construction. Bruce mentioned that it
was a small price to pay for the help with the engineering of the whole project. Chad
asked Kyle if it would be possible to get the first iteration of this map by
our next meeting and Kyle thought it could be done. Bruce made a motion for the
board to accept the letter of agreement for consulting fees from Stantec for
the future frontage road planning with an opportunities and issues map for the
169 corridor for $5,317.44, second by Chad, Unanimous. The board and Kyle decided it would be
beneficial for the board and Stantec to meet ahead of time to discuss what they
would like to see on the 1st iteration. A meeting was set for August 10, at 5 pm at
Ridges of Sand Creek.
Akers Lane – The only item left to
do is the raking and seeding the area.
Bill sprayed the area and would like to wait until the spring to seed
the rest of it.
Shakopee Sands – The supervisors met at
Shakopee Sands to look at the facility and to make sure the proper steps are
being followed for the plant to reopen again. All permits and paperwork have
been kept up to date.
Spraying of Weeds –
Fall
– Bill would like to have the township think about a fall spraying in
conjunction with a spring spraying. He
is thinking that he could do it for less
SCWMA –Bill has been asked
to be on the Scott County Weed Management Association. Bill has agreed and the board has approved
it. He hopes to be able to bring back
updated information for the township.
Solar Garde Update – Precon meeting was in July
and the township board met with Scott County and the project
superintendents. Things are moving along
quickly with the construction.
District 4 Township
Meeting. Chad
reminded the board of the District 4 meeting at Farmington for any board
members that can attend.
Bruce Hunstad: All the meetings he attended have already been
discussed.
Bill Schneider: Bill asked the clerk to get him his affidavit
forms to fill out for his road inspections for each month. All other meetings were the same as Bruce.
Chad Sandey: Chad explained to Bill that if a road becomes
hazardous it should be graded immediately, even though it has been dust
coated. Chad was wondering if a form letter
should be printed up so Bill could either send or drop off a copy of this
letter to residents informing them that the road would be graded. Bill said he would like to have a statement
added to the Dust Coating letter next year that if an emergency situation
arises, the road would have to be graded even though it had been dustcoated.
Motion to adjourn meeting at 9:20 pm by
Bruce, second by Bill. Unanimous.
