Called to Order
The regular monthly meeting was called
to order at 7:05pm by Chairman Chad Sandey. The Pledge of Allegiance was said.
Due to COVID-19 we are practicing safe social
distancing.

Minutes for the June
meeting were presented to the Board. Motion by Bill to accept the minutes, second
by Chad, Unanimous at 7:06pm. Minutes for the June 18th Workshop meeting were
presented to the Board. Motion
by Chad to accept the minutes, second by Bill, Unanimous at 7:07pm. Motion to
erase the June recording of minutes by Bill, second by Chad, Unanimous at 7:08pm.
Treasurer’s Report
Treasurer’s Report for July was submitted by Myron. Motion to accept the Treasurer’s Report by
Chad, second by Bill, Unanimous at 7:11pm.

Motion
by Bill to accept the monthly charges as read, second by Chad, Unanimous at 7:15pm.
Public Comment: Jennifer Jensen asked about the Zoning
Ordinance change from the June Meeting. Chad explained the Zoning types and the
reasons for the activity changes within the zones.
BUSINESS/DISCUSSION:
Sheriff’s Department: No Deputy present. There
were 67 total calls, an increase from 38 calls in June.
Prior Lake Spring Lake
Watershed District: Curt Hennes shared that there are 2 open
positions on the Board and are waiting for the County Commissioner vote on
Tuesday, July 7th. The Watershed District is looking to setup a Fall Tour of
the Shakopee Mdewankanton Sioux Water Treatment Facility and the Spring Lake shoreline.
They have received financing for re-stocking each lake in the fall. The activities
for the Sutton Lake Project have been accepted by BWSR and DNR and are planned
for late Fall. The new double-lane roundabout interchange at Hwy. 13 and Hwy. 21
should be open on July 15th.
Stantec: Matt Stordahl
explained that the Hwy. 282 access agreement has been sent to Bob Ruppe for
review. The pond sizing design is too small and needs to be re-sized
accordingly or there should be a statement saying if certain events happen that
MNDOT is responsible instead. May want to include an emergency overflow and we
should talk with Bob Ruppe. We are waiting to hear back from MNDOT about the
pond design.
TH 169 Project: Stantec is putting
together the legal description for the right-of-way provided by Shakopee
Mdewankanton Sioux Community. Bruce’s email informed us that he spoke with
MNDOT SW Manager about the 2024 project concerns. The MNDOT SW Manager
suggested we delay the 2024 project to 2025 to see if any larger grant money
becomes available.
Berkshire Extension/Acceleration
Lanes/Access Controls: Stantec is putting together a design services proposal and
working with MNDOT.
Federal Funding CARES Act: Chad explained that
we will likely get reimbursed for the NetWave broadband funding.
Website Update and
Task List:
Emily added links to Scott County Elections Department and Scott County
Ordinances to the website. Under the News section, a link was added to the KCHK
Radio interview with Chad Sandey. The Sand Creek Township 101 document was
added to the Home page. For the Task list, we made updates to several medium
priority items.
Pueblo Group Paving Project: Pueblo Group Paving
information on the website has been updated to include the new FAQ and the map
of properties with list of owners. Next step is for residents to decide if
there are enough that want to petition for a Subordinate Service District and
continue the process.
REPORTS/DISCUSSIONS:
Bruce Hunstad: Not present
Bill Schneider: Bill worked on weed spraying, and grass
killing experiment along Sawmill. Cold pack was done by Bill and Barbara Lee. He
attended the Workshop and the Township meeting.
Road Report: Bill commented that the roads are in good
shape, grass cutting on dirt roads are done. Tree-trimming is complete on
Xanadu and other locations. Hot pack was done by Todd’s crew. Bill did a road
inspection after the 2.5” of rain and will be updating Todd’s list every month.
Motion by Chad to approve the Road Report, second by Bill, Unanimous at 8:19pm.
Chad Sandey: Chad attended the SCALE meeting and the KCHK
Radio interview.
Motion to adjourn the
meeting at 8:27pm by Bill, second by Chad, Unanimous.
