Called to Order
The regular monthly meeting was called
to order at 7:05pm by Chairman Chad Sandey. The Pledge of Allegiance was said.
Due to COVID-19 we are practicing safe social
distancing.
Minutes
Minutes for the June meeting were presented to the Board. Motion
to accept the June Meeting Minutes by Bruce, second by Chad, Unanimous at 7:06pm.
Motion to erase the June recording of minutes by Bill, second by Bruce,
Unanimous at 7:06pm.
Treasurer’s Report
Treasurer’s Report for June was submitted by Myron. Motion
to accept the Treasurer’s Report by Bruce, second by Bill, Unanimous at 7:07pm.
Bruce mentioned they approved the driveway for Superior Contracting (Chris
Albrecht) and asked Myron to pay the Escrow.

Discussion about
Stantec funds for reimbursement, Shakopee Sands (Covia) meeting billing,
Northern Salt has 2 invoices – smallest $ amount is for unofficial detours,
3-year average road maintenance shared with MNDOT – no reply yet. Motion by Bill to accept the monthly charges as read, second
by Bruce, Unanimous at 7:16pm.
Public Comment: Karen Kreuser explained that she had driven
on Cemetery Road and heavy equipment (Hentges/MNDOT) have been driving on it. The
patching on the road have been poorly done. There is a big pothole, and she
moved one of the traffic cones into the middle of it. There is a lot of water
coming off of Cemetery Road, washes across the approach and has not been
addressed.
BUSINESS/DISCUSSION:
Sheriff’s Department: Deputy Strack introduced
himself and will be available for Sand Creek Township monthly meetings. The
Report listed 74 calls, down from 84 last month. Top items listed: 20 traffic
stops, 16 medical/assist, 12 traffic, 7 animal, 7 alarm, 6 accident, 3
suspicious calls (vehicle/activity) and 1 death (resident at assisted living
facility).
Prior Lake Spring Lake
Watershed District: Curt Hennes mentioned the Watershed District
is looking for office space and may have found free rent at the County Fair
building (same as Soil and Water Conservation District including free IT and HR
services). There are 6 Options for the Upper Watershed Blueprint. They have
selected Option 10 which includes installing two iron-enhanced sand filters at
Sutton Lake, work at Buck Lake East (wetland), Ditch 13 (and 282) and Geis
wetland enhancements. Fish stocking is complete. Chad Sandey has been invited
to participate in the Technical Advisory Committee for the Watershed District.
Scott County is looking at Water Management Resource Study.
Bluff Drive Setback Variance Approval: Shane Kinney and Jess
Cross are looking for an 80-foot setback to put in a full-size house vs a
single wide trailer. Chad asked if the owner checked to see if the lot is
buildable – allowed to go with previous bluff setbacks. Chad wanted to know if
the Planning and Zoning has any other issues. Verbal approval given to proceed
with variance process. We will wait to see the Scott County Staff Report. Recommendation
is contingent on a positive Staff Report.
Stantec: Matt Stordahl commented
on the following Projects/Topics: TH 169 Overpass Project/Open House for
Businesses (June 9th): Open House went well with good feedback.
SRF Consultants provided a new modified overpass plan with the overpass at
Bluff Drive and a future roundabout at Berkshire & Bluff Drive. The
entrances will be open at 166th Street (east and west sides on 169)
and an extension to Jordan Ave. (west side). The next Open House will be
Wednesday, July 21st from 5-7pm at the SCALE facility ballroom. An invite will
be sent to businesses and residents within a 1-mile radius. Wes Herman wants to
talk with Continental Lift and Joe Mullen and son about new option. Matt will
provide aerial plans. Initial looks are positive with costs about the same as
the previous option. ARPA Funds:
Minnesota Association of Townships expected funds for Sand Creek Twp is
$186,080.00. The application has been filled out. COVID related charges and
technology is refundable. Graveling projects may be approved. Significant
culvert projects may also be approved (affecting clean water improvements). Naylor
Ave. and Hwy 282, 173rd Street and Deerwood Circle culverts would be
good culvert projects. Hwy 282 Project: MNDOT told Hentges to keep going,
blacktop has been stripped all the way to the Scott County Highway building. Berkshire
Extension: Survey work has been completed. Soil borings have been
ordered. Layout to be submitted by July 21st deadline. The Phase 2
Project is making an impact to the schedule. If acceleration lanes move based
on new overpass design, schedule will be pushed out due to Open House on July
21st or do a double design effort to not lose any more time? Either
way money is lost about $15,000. Berkshire acceleration design needs to be
delayed until the overpass design decision is made. MNDOT is asking to get cleanup
work done by Cemstone & Sport Wheels to clear the right-of-way. Explain to
them in a letter they have 30-days to complete the clearing, signed by Stantec.
Bruce to craft the letter and send to Matt for review. Letter to be sent with
illustration (satellite image) from Matt and staking to be done ahead of time.
Revised driveways to be determined by Pat (Stantec) for Cemstone, Sport Wheels
and By The Yard. Gravel Road PACER Ratings:
Matt provided a spreadsheet with PACER Ratings. Hwy 282: Sand Creek
Township opted out of Agreement with MNDOT.
Website Update and
Task List:
Emily replaced the CIP spreadsheet with the updated one (without notes). Resolution
2021-7 ARPA Funds was added to the News section. Task List: Removed
completed items from the list. Reviewed the list and found several new Tasks
completed in the TH 169 Corridor/Overpass Project, Berkshire Ave., and CIP
sections are complete.
REPORTS/DISCUSSIONS:
Bruce Hunstad: Bruce attended TH 169
Open House and PMT meetings on Bluff Drive and TH 169 Overpass. Updated Scott
County Joe Wiita on crack sealing list of roads for 2021.
Bill Schneider: Bill attended
Shakopee Sands (Covia).
Road Report: Bill commented that there was an emergency
need for duct coating on Sawmill and Naylor Ave. regular dust coating is
ongoing. Chad suggested grading at the stop signs. Sawmill blacktop is lined.
Weed spraying. Call Central Applicators to get bidding on spraying Township.
Crack sealing is complete. Motion by Chad to approve the Road Report, second
Bruce, Unanimous at 9:33pm.
Chad Sandey: Chad attended multiple meetings including SCALE,
PMT, and Shakopee Sands (Covia).
