Nordick. Treasurer Myron Pauly did not attend.

Called to Order
The regular monthly meeting was called
to order at 7:02pm by Chairman Chad Sandey. The Pledge of Allegiance was said.
Due to COVID-19 we are practicing safe social
distancing.
Minutes
Minutes for the May meeting were presented to the Board. Motion
to accept the May Meeting Minutes by Bruce, second by Bill, Unanimous at 7:03pm.
Motion to accept the Board of Appeal Reconvene Minutes by Bruce, second by
Bill, Unanimous at 7:03pm. Motion to erase the May recording of minutes by Chad,
second by Bruce, Unanimous at 7:04pm.
Treasurer’s Report
Treasurer’s Report for June was submitted by Myron. Motion to accept the Treasurer’s Report by Bruce,
second by Bill, Unanimous at 7:06pm. Bruce mentioned some changes he would like to see on the spreadsheet. ARPA
Funds need to be added to the spreadsheet. Kevin replied that he will work with
Myron to get it updated.

Motion
by Bruce to accept the monthly charges as read, second by Bill, Unanimous at 7:10pm.
Bill asked Maggie to email him the Northern Salt
(dust coating) invoice so he can review it. Chad explained to Maggie that the
SCALE Meeting refreshments claim should be sent to Scott County Township
Association for reimbursement.
Public Comment: Marc Theis would like to regrade the ditch in
the front of the house as the culvert is filling with mud. He wants to cut out
the sod, add rock, blast out the culvert and resod. Chad mentioned to not
extend into Scott County right-of-way as the Township does not have
jurisdiction there.
Fritz Dysterheft with RD & Associates has
been asked to remove large basswood trees along Morlock Drive. He wants to know
if he needs a Road Obstruction Permit. Chad explained that Men Working signs
need to be setup on both ends of Morlock to warn drivers. Fritz expects to be
at the site for 1 hour to 1 hour 15 minutes. Fritz will email Maggie his insurance
information.
BUSINESS/DISCUSSION:
Sheriff’s Department: Det. Muelken spoke
about the Report that listed 60 calls for service, up from 53 last month: 15
traffic, 3 fire, 4 agency assists, 8 medical, 3 accidents, 3 parking (softball
fields), 2 suicidal person, 1 death (Valley View Assisted Living) and 1 alarm.
Prior Lake Spring Lake
Watershed District: Curt Hennes introduced Dr. Christian
Morkeberg to the Board. Dr. Morkeberg will be representing PLSLWD at Sand Creek
Township meetings, but may not be able to attend all meetings. Dr. Morkeberg
spoke of the plans for the Watershed District to focus on water quality,
invasive species, and flood management. Bruce Loney former Treasurer, will be
taking over as President in July as Mike Myser has resigned. Chad thanked Curt
for his (just under) 10 years of service.
Stantec: Matt Stordahl provided
updates on the following Projects/Topics: Unofficial detours caused by TH
282 road project: Diane Langenbach (MNDOT) has been taking vacation days so
that has made it difficult to check on progress of reimbursement. Berkshire Extension Project: Bid
opening has been delayed until the end of June. Bid will be awarded and
construction will start in August. An Open House for businesses and residents
will be on July 13th at the SCALE building on Valley View. The 1-page
image will be handed out showing Berkshire Avenue project and acceleration lane
from 166th north on TH 169. We will know who won the contract and
what their schedule will be by that time. TH 169 Overpass Project: Lisa
at Scott County is working on cost estimates with SRF. SRF is nailing down
design details. TH 169 median work that was going to happen in 2024 overlay
project is now going to be part of the overpass project. 2022 Local
Partnership Program (LPP) Grant: Stantec has handed in the paperwork. Stantec
has not heard anything about bonding offerings.
Building Permit Township Approvals: Maggie explained that
Jami Neiber at Scott County sent her the Township Approval Form for Building
Permits with the expectation that we review it and reply if we want to change
anything for the Township. Helena Township changed their language for Residential
section. Chad responded that he liked the change Helena had done, and suggested
adding Cell Tower to the Commercial section. Motion by Chad to adopt
the same language as Helena for their residential side to read: No longer
require Form. Township to receive email for New Home, Demo, or Move in
Structure at time of permit application acceptance, second by Bruce,
Unanimous at 7:57pm.
Website Update and
Task List:
Emily updated the News section by adding Resolution 2022-02 LPP Grant, City of Jordan
Proclamation of Armed Forces Day, Scott County Noxious Weeds Program, Sutton
Ridge Farm as Agri-tourism site, and Scott County Elections department link. Task
List: Updated the status of the computers as complete, added 1-pager and
Open House to list for website. No Workshop meeting this month.
REPORTS/DISCUSSIONS:
Bruce Hunstad: Bruce attended the
Board of Appeal and Equalization meeting, and Overpass Project PMT meeting.
Lisa (Scott County) is working on overpass timeline and helping to push things
along. He suggested to Matt that Scott County should turn over the apartment
driveway to the Township. He worked on the CIP spreadsheet and noted that
communication should get started on the Twin Oaks mil and overlay road work. He
also suggested getting new quotes for the project as the last quotes were done
in 2019. Chad mentioned getting Bob Ruppe involved to review assessment
language for residents.
Bill Schneider: Bill attended the
Board of Appeal and Equalization meeting. He also rode along in a dust coating
truck.
Road Report: Bill said roads look pretty good and
grading happened before dust coating. Tree trimming has been done, and more
material added to low areas. The final dust coating is scheduled for Friday,
June 10th. Motion to approve the
Road Report by Bruce, second by Chad, Unanimous at 8:26pm. Bruce has a new sheet filled out with road priorities for Todd Dvorak.
Chad thanked Bill and Maggie for the hard work of organizing the dust coating
for this year.
Chad Sandey: Chad had numerous calls from residents, and
attended the SCALE meeting.

meeting at 8:35pm by Bruce, second by Bill, Unanimous.
