Called to Order
The
regular monthly meeting was called to order at 7:03pm by Chairman Chad Sandey.
The Pledge of Allegiance was said.
Minutes
Minutes for the April meetings were presented to the Board. Motion
to accept the April meeting minutes by Bruce, second by Lee, Unanimous at 7:05pm. Motion
to accept the Public Hearing meeting minutes by Chad, second by Bruce,
Unanimous at 7:06pm. Motion to delete the April meetings recordings of minutes by Chad,
second by Bruce, Unanimous at 7:07pm.
Treasurer’s Report
Treasurer’s Report for April was submitted by Kevin. Bruce
commented about the Twin Oak & Sand Creek Drive payments. There are five
(5) payments outstanding if they aren’t paid to the township. Kevin to remove
“tax assessment” from the description as they are actually reimbursements.
Kevin to generate an invoice for By the Yard and mail it to Roger. Matt
Stordahl to review Stantec charges for Xcel Energy and Northern States Power to
ensure they align with CTAS. Motion
to accept the Treasurer’s Report by Bruce, second by Lee, Unanimous at 7:25pm.

Motion
by Chad to accept the monthly charges as read, second by Bruce, Unanimous at 7:30pm.
Public Comment: Peggy Jo Dunnette encouraged control over the
developments along Valley View Drive. She asked what environmental review and
public comments can be made. Matt explained there are regulations about
wetlands, flood plains and septic systems. Chad noted there are multiple
departments from Scott County have a required checklist of items to conform to
the County Ordinances. Chad further explained that one developer intends to
donate flood plain area to non-profit in nature and conservation related.
Hentges intends to do wetland credit projects to enhance the flood plain area
conditions. The Township is engaged in the process. There was further
discussion about the development approval process. The County is still our
planning and zoning authority. Peggy Jo asked for decisions to be made with
care. Amy Bedeaux is asking for business owners to take responsibility for
their garbage. Chad asked her to take pictures and send to us in an email. We will
write a letter to the business(es).
BUSINESS/DISCUSSION:
Sheriff’s Department: Det. Muelken provided
the Sheriff’s Report. It stated there were 46 calls in April up from 40 calls
in March. Calls included: 9 medical, 6 traffic, 2 fraud, 2 extra patrol, 6
suspicious, 1 brush fire, 1 assault (JAF), 6 assist, and 1 property damage
(mailbox).
Prior Lake Spring Lake
Watershed District: Christian Morkeberg did not attend.
Stantec: Matt Stordahl provided
updates on the following Projects/Topics: TH 169 Bluff Drive Overpass
Project: We are still waiting for the railroad agreements. The Bluff Drive
agreement timing seems closer. Railroad agreement for 166th Street
is still coming. Overhead lines for west side need to high and poles have been
delivered to the site. The Township and MNDOT bridge agreement is still being
edited. LPP Grant Project: Meeting in May could provide more information
about closing the railroad crossings and intersections at Jordan Avenue and TH
169 and at 173rd St (West side) and TH 169. Matt is providing a
proposal from design through to bidding which includes survey work. Layouts can
be readied while Bluff Drive Project gets going. The Grant includes field work
but not design work. Proposal estimate is $151,689.00. Chad that Hentges may
already have some plans and could reduce some costs, Board action is required
to start the process. Matt to review budget and speak to Hentges for input and
revisit for next month. Motion by Bruce to approve Stantec consulting
document for signage by the Chair once we have a chance to correct the verbiage
and talk to Hentges, second by Lee, Unanimous at 8:22pm. LRIP Grant
Project: Paving Valley View Drive from Jordan to the SCALE facility was
awarded on April 1st. The plan includes widening the railroad
crossing area. SRF is working on the layout for the railroad crossing and
looking at 25mph curve around railroad. Properties affected are owned by Minnesota
Land Trust and Hentges. Chad asked Matt to let Nathan know he is missing
dimensions on the plan. Xanadu Easement Update: We are waiting on Bob
Ruppe. Sawmill Roundabout: Diane at MNDOT asked for more emails from
Matt about unofficial detours and dust coating reimbursement.
Execute JL Theis Drainage Agreement: Work has been done
and needs inspection. Escrow has been provided for $20,000.00. Matt will do the
inspection. Motion by Bruce to sign JL Theis grading agreement as presented,
second by Lee, Unanimous at 8:36pm.
Comp Plan Amendment Update: Chad provided
historical update. The Amendment passed the Scott County Planning Board, Scott
County Board and Met Council. City of Jordan passed a Subdivision Ordinance in
a one (1) mile ring beyond their border. The Township had to create a Planning
Board, and a public hearing was held in April to review a Subdivision
Ordinance. In a following meeting The Township Board passed the Subdivision
Ordinance as well as a Services Agreement with Scott County. City of Jordan
sent a letter to Scott County to continue litigation. Scott County asked to
remove the Comp Plan Amendment from the docket. Scott County asked for an
effort by City of Jordan to meet with The Township Board to establish a
framework for an Orderly Annexation Agreement (OAA). City of Jordan and the
Township Board met on April 22nd. They reviewed the 2017 OAA. Four
(4) new points of agreement are that the properties listed on the Comp Plan Amendment
are to be developed by the Township, City of Jordan is to withdraw restrictions
of one (1) mile subdivision ordinance, agree that concentric circles (method of
growth) don’t work, and agree to pursue an OAA. Scott County is now planning to
sign the Services Agreement on May 7th.
Bituminous Seal
Coating Contract: Bruce revised the contract to only have two (2)
roads listed. Motion by Chad to sign the agreement for Bituminous Seal
Coating, second by Bruce, Unanimous at 8:52pm. Bruce asked for Maggie to get a date for Scott County to dust coating
Valley View Drive.
CIP Updates: Bruce has updated the priorities. Lee said the road shoulders are being
reclaimed and crown defined. Curb 2 Curb road sweeping work is ongoing. Meghan Darley
(Scott County) said not to cut brush until Fall. Todd to take care of potholes
and areas near spillway with hot patching. Bruce is looking for the report on
Compliance. Dust coating is scheduled for June 6th.
Newspaper: Maggie provided pricing for Star Tribune and New Prague Times. Motion by Chad that the Township’s official newspaper for
all legal notices be moved from the Jordan Independent to the Star Tribune as
the Jordan Independent has now ceased publication, second by Bruce, Unanimous
at 9:10pm.
Website Update: Emily added reminder
about upcoming construction on Hwy 169 in News section and in website email.
She added the Scott County assessments report spreadsheet to the News section.
She also added the Draft pdf of the Subdivision Ordinance to News section. Task
List: Emily removed the completed items.
REPORTS/DISCUSSIONS:
Lee Kes Road Report: Lee mentioned that
Todd replaced the culvert on South Sutton. Todd’s getting ready for dust
coating by grading and adding gravel.
Bruce Hunstad: Bruce updated the
Road Inspection priorities. He attended the SCALE meeting which discussed ARPA
updates. He picked up 125 chokecherry bushes to use as snow fence. He attended
the OAA meeting with City of Jordan and the 169 Corridor Coalition Executive
Committee meeting.
Chad Sandey: Chad attended the Annual Road Inspection,
SCALE meeting, OAA meeting and answered a lot of phone calls.
Matt Stordahl mentioned the Scott County
Township Association upcoming meeting about planning for the urban expansion
zoning discussion. The meeting is expected at the end of May. Chad said people
have asked him to reconsider and to join the meeting.
