Called to Order
The
regular monthly meeting was called to order at 7:03pm by Chairman Chad Sandey.
The Pledge of Allegiance was said.
Minutes
Minutes for the March meeting were presented to the Board. Motion
to accept the March meeting minutes by Bruce, second by Lee, Unanimous at 7:05pm. Motion
to accept the Re-org and Board of Audit meeting minutes by Bruce, second by
Lee, Unanimous at 7:07pm. Motion to delete the March meetings recordings
of minutes by Chad, second by Bruce, Unanimous at 7:07pm.
Treasurer’s Report
Treasurer’s Report for March was submitted by Kevin. Bruce
commented about the 2008 Jordan Avenue Fund being negative. Chad responded that
$20K will be coming in this year. Motion
to accept the Treasurer’s Report by Bruce, second by Lee, Unanimous at 7:12pm. Lee asked about Pete & Barb Kochlin and
Superior Paving escrows. Bruce replied they can be paid in May.

Public Comment: None
BUSINESS/DISCUSSION:
Sheriff’s Department: Det. Muelken provided
the Sheriff’s Report. It stated there were 40 calls in March down from 43 calls
in February. Calls included: 9 traffic, 8 medical, 4 suspicious, 2 accident, 2
assists, 2 civil, 2 fire and 1 suicidal person.
Prior Lake Spring Lake
Watershed District: Christian Morkeberg did not attend.
Central Trailer Sales
CUP Recommendation: The Board reviewed the staff report from
Scott County. Motion by Chad based on the criteria for approval listed in
the staff report, I recommend approval of the Conditional Use Permit (CUP) for
Central Trailer Sales, Incorporated to operate a trailer sales and service
center, second by Bruce, Unanimous at 7:31pm.
Stantec: Matt Stordahl provided
updates on the following Projects/Topics: TH 169 Bluff Drive Overpass
Project: We are still waiting for the railroad agreements. They could come
in early May. MNDOT and the railroad seem to have no sense of urgency as we
have timing of other projects looming. There was a discussion about speed
limits and driveway spacing criteria for Jordan Avenue and Valley View Drive.
For the Bluff Drive and Jordan Avenue intersection there should be a stop sign
on the Bluff Drive side. Further review is needed for the north and south
directions. MNDOT is putting together the co-op agreement for the bridge. LPP
Grant Project: Meeting in May could provide more information about closing
the railroad crossings and intersections at Jordan Avenue and TH 169 and at 173rd
St (West side) and TH 169. LRIP Grant Project: Paving Valley View Drive
from Jordan to the SCALE facility was awarded on April 1st. The plan
includes widening the railroad crossing area. Peggy Jo Dunnette asked about
moving the stop sign at Mendoza and Valley View Drive. Det. Muelken said that
was City of Jordan area. Matt said he would take a look and make the suggestion
to Jordan. Chad mentioned that completing the road updates before any new
developments go in on Valley View Drive is a great way to start. Travis asked
if we can work ahead and setup speed limit signs. Matt explained about speed
limits and driveway spacing criteria for Jordan Avenue and Valley View Drive. LPP
and LRIP Projects are scheduled for 2025. MNDOTs budget year for 2025 starts in
July of 2024. Bruce commented that LPP and LRIP project estimates from Matt
will be coming in and added to CIP. Ursela Bedeaux asked about Jordan Avenue
going north past Bluff Drive. Chad said the road extension will be paid for by
the developers to connect to Smith Drive. This will be done within a shorter
schedule – a few years vs a phased plan.
Comp Plan Amendment Update: Met Council approved
the Amendment and needs to go back to Scott County for processing.
Planning Commission Subdivision Ordinance for
Townships Update: Chad
provided historical update. City of Jordan has passed a Resolution based on a
Minnesota Statute Permitting Annexation by Ordinance that adds a distance (mile)
band around the city limits. Then City of Jordan passed a moratorium on their
Subdivision Ordinance. Sand Creek Township enacted an Ordinance Establishing a
Planning Commission and Board of Adjustment (24-01). Chad noted there
will need to be a public meeting on April 8th for comments relating
to the Township’s proposed Subdivision Ordinance. A special meeting will be
held following the public hearing to vote on the Subdivision Ordinance and
Service Agreement with Scott County. Applications from developers can come in
around April 17th. Deb Pauly mentioned that SW Media is shutting
down but are accepting legal notices for a short amount of time. Peggy Jo Dunnette
asked about the public meeting and what language is being used. Chad replied
with information about regulations and conditions. Maggie sent Emily the
Subdivision Ordinance pdf to be added to the website for review.
Bituminous Seal
Coating Contract: Bruce wants to compare actual road inspection
mileage against what is shown in the agreement. Bruce is concerned about the
measurements. Motion by Bruce for
Chair to sign the new agreement after we get feedback from the Annual Road
Inspection and from the County on the square footage, second by Lee, Unanimous
at 8:25pm. Bruce to ask Joe Wiita (Scott County) to dust coat
Valley View Drive.
CIP Updates: Bruce added tracking of expenses for our different projects (overpass,
LPP, LRIP, etc.) vs what is and what is not covered with the grants. He has
ranked roads for costs of Cedar Valley, Sawmill and Golfview. He added
assessment value from Sand Creek Drive and Twin Oak Circle compared to other
projects. He wants to determine the correct formula(s) for each project. The
spillway on Golfview Drive work is being done.
Website Update: Bruce asked if we
could share the Scott County assessments spreadsheet on the website and
approval was given. Emily emailed residents about tree trimming and added a
tree trimming/road closed photo to the News section. She added the public
hearing and special meeting to the calendar for April 8th. Task
List: Emily updated the list based on Bruce’s comments from the March
meeting.
REPORTS/DISCUSSIONS:
Lee Kes Road Report: Lee mentioned the
Spring Road Inspection Tour is April 6th. JL Geis has 2 field
approaches. Chad recommended removing one of them. They will review on the road
inspection on Saturday. Tree trimming is still occurring.
Bruce Hunstad: Bruce attended the Scott
County Disaster Emergency training session. He mentioned the need for a key
list of contacts for emergencies. He added that the Township might consider
maintaining a (read only) Facebook account. The Highway 169 Corridor Coalition membership
meeting on Wednesday, May 8th at 5pm at the By the Yard facility. He
spoke to Roger Anderson about the escrow balance. He attended the MAT Spring
Short Courses with Lee, Maggie and Kevin.
Chad Sandey: Chad attended Project meetings including the
bridge agreement meeting. He reviewed upcoming meeting schedules. June 6th
will be for dust coating. Maggie submitted a receipt for PNP election
reimbursements.
