Called to Order
The regular monthly meeting was called
to order at 7:06pm by Chairman Chad Sandey. The Pledge of Allegiance was said.
Due to COVID-19 we are practicing safe social
distancing.
Minutes
Minutes for the January meeting were presented to the Board. Motion
to accept the January Meeting Minutes by Bill, second by Bruce, Unanimous at
7:08pm. Motion to erase the January recording of minutes by Chad, second by Bruce,
Unanimous at 7:08pm.
Treasurer’s Report
Treasurer’s Report for February was submitted by Myron. Chad noted
on the Account balances section, that the CIP balance should be combined with
the Money Market account balance since there is no separate CIP account. Myron
said the Jordan Avenue Road Project is supposed to be $39,000.00 less. Chad
asked Myron to move $500.00 to driveway permits from Northern State Power
Escrow Section. On the other Northern States Power Escrow balance Myron needs
to show transactions in 2021 year-end compilation. Motion to accept the Treasurer’s Report by Bruce, second by Bill. Chad
made a note to accept them as we discussed any changes ($39,000.00 out of
Jordan Avenue account), Unanimous at 7:14pm.

Public Comment: None
BUSINESS/DISCUSSION:
Sheriff’s Department: Det. Muelken spoke
about the Report that listed 42 calls for service, down from 51 last month: 7 traffic,
3 assists, 6 medical, 8 accidents, 1 welfare check, 1 DWI, and 2 open-door.
Prior Lake Spring Lake
Watershed District: Curt Hennes noted that the Education Outreach
Activities List 2022 will be sent to Maggie. PLSLWD has hired 2 new employees
for easement enforcement and Water Resource Technician. Appointment of
Watershed Managers is Tuesday, February 15th. Carp are schooling in
the same spots including near Sailer’s Greenhouse. Want to do seining later
February/March. Waiting on cost sharing with BWSR for iron-enhanced sand
filters for Sutton Lake Project. Still looking for the right place to setup
offices and want the same deal as Soil and Water Conservation group. Working
with County on the Water Management Agency Study with Soil and Water District
and Watershed Management Organization. Evaluation of which group manages what
activities. Chad is on the Review Committee.
Stantec: Matt Stordahl provided
updates on the following Projects/Topics: Unofficial detours caused by TH
282 road project: Had a meeting with Diane Langenbach (MNDOT) about
detours. They were not expecting that much overage on money spent. A map will
be created with copies of invoices. Berkshire Extension: At the finish
line for this project. MNDOT has responded with design review. Final review
ongoing. Traffic Control plan about turn lanes and acceleration lanes discussions.
Working with MNDOT on tree removal between Cemstone and Sport Wheels. DOT has a
contractor to do the work but it is not in the DOT right-of-way. Trees just
need to be knocked over by March 31st. Todd Dvorak will take a look.
Waiting on Diane and MNDOT team to look at temporary easement due to having
HSIP funding. TH 169 Overpass Project: PMT meeting discussed driveway
access for apartment building. MNDOT does not want right in – right out direct access
to TH 169 for the apartment but Scott County likes it. Scott County does not
like the southern side of Bluff Drive for access since it would be very
expensive due to retaining walls and a need to change the bridge design. If the
driveway is south of Bluff Drive, it could be a Township Road or private driveway.
The north side access would require Scott County to buy land and include a land
swap with SMSC. The cost of purchasing the building and relocation of the
residents is too high to consider. Scott County Commissioner Barb Weckman
Brekke explained the Board is not fond of eminent domain. Travis Cherro asked
about moving the south access closer to By The Yard.
Matt explained that the amount of green space would be affected. Matt supplied
a new layout map showing the different projects along TH 169. Bruce suggested
making the extension for Jordan Avenue to 173rd Street shorter.
Township Projects are to be color coded in red, and the Legend will be enlarged.
An overview of the location in the State will be added.
Weed and Brush Control
Pilot/Survey:
Survey has been sent in. Bill confirmed that they received it.
Prior Lake Spring Lake
Watershed District Board Manager Recommendations: Chad had missed the
interviews. There are two positions open for March and one position for June.
Seven applicants for three positions. All applicants were great with different
backgrounds, skills and abilities. Townships Group makes recommendations. Motion
by Chad to recommend Bruce Loney, Christian Morkeberg, and Curt Hennes, second
by Bill, Unanimous at 8:18pm.
2021 Annual Bridge
Inspection:
Bill said a lot of it was completed in the spring. The Bridge Inspection Report
will be added to the Task List.
2022 JPA Crack Seal and Seal Coat: Last year we signed up
with Scott County do the crack seal and seal coating. Matt said he asks for footage
per neighborhood or area to better estimate what the costs will be. County used
cost from JPA for crack sealing and got their own bid for seal coating. Board’s
decision is to work with JPA and to make sure we get our footage. Matt will let
JPA know the Township wants to get involved for crack sealing.
Deputy Treasurer Discussion: Myron is not likely
to be seeking re-election in November. Deputy Treasurer position would shadow
Myron. Kevin Nordick has interest. Myron also has someone in mind but hasn’t
spoken with them yet. We have an organizational meeting coming up and can
decide the hourly rate and eventually a salary rate once appointed. Maggie has
been collecting information from other Deputy Treasurers in the County. Maggie
will put it in a document and have it ready for the organizational meeting.
Website Update and
Task List:
Emily added Resolution 2022-1 Polling Place, and added upcoming meetings to the
website. She also turned off year old meetings from the calendar. Maggie was
told that the Resolution needs to be removed from the website per Scott County
Elections Department. There were new timing requirements this year that we
didn’t have before. We will redo the Polling Place Resolution in the March
meeting. Chad asked her to update the population and Sand Creek 101 document
with the latest Met Council numbers. Task List: Bruce asked to have the
Township Projects added to the Task List. Add Matt and MNDOT to review
reimbursement for unofficial detours from Hwy 282 closure. Add replacement of
stop sign on 170th and Zumbro Ave. Remove Mosquito Control phone
number from Road Supervisor Tasks. No Workshop meeting in February due to Board
of Audit and Organizational meetings on the 23rd.
REPORTS/DISCUSSIONS:
Bruce Hunstad: Bruce repaired the
snow fence on Golfview Drive, attended meetings for overpass project, spoke
with Lisa about overpass project and reimbursement from County, and worked with
Stantec on one-page draft document. He noted the cooperative agreement is
coming from Scott County because of doing some Township projects during the construction
of the overpass to take advantage of the contractors there. We will review agreement
and send to Bob Ruppe. Need an agenda item to investigate other funding
opportunities like bonding, borrowing, CIP, ARPA. He also attended the Rural
Fire Meeting in Jordan.
Bill Schneider: Bill attended the Rural
Fire Meeting. Jordan Fire Department had a new tank built for the tanker. He
also attended SCALE and Berkshire Avenue Extension meeting.
Road Report: Bill noted that the roads are looking pretty good.
There was a lot of furniture and tire trash that had to be picked up. Steve
Gallentine will be helping Bill on occasion. Sand and salt request to reduce
the amount used. Motion by Chad to approve the Bill’s Road Report, second Bruce,
Unanimous at 8:54pm.
Chad Sandey: Chad attended the Rural Fire Meeting. Jordan
Fire Department has Pull Tab revenue and use it for charitable donations for
Jordan. Township should look for donation suggestions. He spoke about the
upcoming meetings: Annual Meeting is March 8th at Jordan Fire Hall
at 7pm. of Audit is February 23rd at Jordan Council Chambers at 6pm.
Workshop meeting for February is cancelled. Planning and Zoning meeting on
February 28th. Sand Creek Township Organizational Meeting is
February 23rd at 5:30pm. Legislative & Research Meeting is
February 24th. Board. No date yet for Board of Equalization. Maggie
will contact Chad Bohnsack to help at Annual Meeting.
