Called to Order
The regular monthly meeting was called
to order at 7:01pm by Chairman Chad Sandey. The Pledge of Allegiance was said.
Minutes
Minutes for the January
meeting were presented to the Board. Motion by Bruce to accept the minutes
and to change Graystone Ave to Greystone Ave under the CIP Update, second by Bill,
Unanimous at 7:03pm. Motion to erase the January recording of minutes by Bill,
second by Bruce, Unanimous at 7:03pm.
Treasurer’s Report
Treasurer’s
Report for January was submitted by Myron. Motion
to accept the Treasurer’s Report by Bruce, second by Bill with changes: BY THE
YARD balance is $4,825.25, make note of last year’s overage from Road &
Bridge in 2019, receipt from MN State MMB ORI may not be ORI – need to validate
code, Unanimous at 7:13pm.

Motion
by Bruce to accept the monthly charges as read with note that Chad’s and
Bruce’s checks are for two months, second by Bill, Unanimous at 7:17pm.
BUSINESS/DISCUSSION:
Sheriff’s Department: Not present
Prior Lake Spring Lake
Watershed District: Curt Hennes handed out an article on
Nitrates. Carp seining will be done on Spring Lake near the greenhouse on
Saturday, February 8th in the morning to early afternoon. There will
be a seminar on Growing Healthy Soils Event March 19th from 8am to 2:30pm
at the Ridges at Sand Creek. Fred Corrigan is moving out of the district and Water
District will need to find his replacement. Lake Friendly Farmer Led Council
Banquet was January 29th. They handed out 4 awards to local farmers
who incorporate good farming practices which protect our lakes.
Stantec: Matt Stordahl provided
a feasibility estimate based on property owners and by parcels for the Pueblo
Blvd/ Xanadu Ave/168th Street W potential paving project. The
Township will need to get an estimate of the property value increase based on a
few of the lots. Matt to check on Xeon and South Sutton project cost as they
may be similar to the work needed on Pueblo Blvd/Xanadu Ave/168th
Street W. Matt and Bruce discussed the Pavement Management and PASER Ratings,
number of residents per road, etc. Scott County may have traffic volume on GIS
Mapping.
MN Deer Hunter
Association Permit: Anita
Stevens handed in the gambling permit for Chad to sign for their March 28th
Banquet at the Ridges at Sand Creek. Motion by Chad to approve permit for the
event, second by Bill, Unanimous at 7:59pm.
Replacing street sign
on Sawmill Ln and Sawmill Ave: Bill said to add it to the Task List.
Solar Garden
Scholarships: Bruce
commented that Maggie sent out invoices have been sent out. $3000 goes to
Jordan Dollars for Scholars and $1000 to Shakopee Dollars for Scholars. Check
with Joe at NextEra to see if they can give us an Accounts Payable address or
department. Scholarships are awarded in May and would like someone to represent
the Township. Maggie to keep on the Agenda for the next several months.
Town Law Review: The Spring date is
April 16th 8:30am to 4pm in Burnsville. Maggie to add to upcoming
meetings for next month’s meeting.
CIP Update and
Priorities:
Bruce added more columns for defining roads. JPA will be sent the roads needed
for crack filling. Sent seal coating and striping to Scott County. Diane
Langenbach emailed about Berkshire funding opportunities from MNDOT for $950,000
for 2022 HSIP. Township can participate on the design but not lead the project.
Still need a meeting with Stantec and Scott County to discuss TH169 Study.
Website Update and
Task List:
Emily added Re-organization Meeting and the 2020 CIP spreadsheet and Agenda to
the website. She downloaded the Census 2020 information but has not posted it
yet. Maggie requested to add the Annual Meeting at the Fire Hall to the
calendar and the News section. Task List: The Task List was re-organized into
an Excel spreadsheet. Maggie suggested adding an Owner column. Emily to meet
with Bruce to discuss ownership of Tasks and to review Roads and Maintenance
document. Chad thought that completion dates can stay for a year, then move to
an archive tab. Completions: Board of Audit Meeting will be held at Jordan City
Council Chambers on February 26th and Board of Appeals and
Equalization Meeting on April 22nd at 6pm.
REPORTS/DISCUSSIONS:
Bruce Hunstad: Bruce attended the 169 Corridor Coalition Executive Board
meeting, a Stantec meeting with Matt to discuss road analysis of Pueblo
Blvd/Xanadu Ave/168th Street W and prep for Annual Road Inspection. TH169
Corridor Coalition meeting for Legislative Event on February 13th. He
also attended the Rural Fire District meeting at Jordan Fire Hall, the Scott
County 2040 Comp Plan Ordinance meeting, and JPA meeting.
Bill Schneider: Bill attended SCALE Unified Transit Management
Plan meeting where they are working on getting transportation to different
areas within the County. A resident can call one phone number for services. JPA
pricing is not changing for 2020. He has learned which are the best materials
and to ensure that there is double fill on crack fills. Scott County is checking for prices pavement
marking. It takes more of a different oil on new pavement, and sweep/vacuum
loose chips to store at the County to re-use later.
Road Report: Bill commented that the roads are in pretty
good shape but can be rough. Motion to
accept the Road Report by Chad, second by Bruce, Unanimous at 9:07pm.
Chad Sandey: Chad attended the Prior Lake Spring Lake
Watershed District Lake-Friendly Farmer-Led Council Banquet and won the
ownership award. He attended the Scott County Comp Plan Ordinance meeting where
he learned about some of the other township’s views on the 2040 Comp Plan. He
also attended the Rural Fire District meeting. We can get a tour of the new
fire truck at our Annual Meeting at the Fire Hall.

meeting at 9:16pm by Bruce, second by Bill, Unanimous.
