Called to Order

The regular monthly meeting was called to order at 7:00pm by Chairman Chad Sandey. The Pledge of Allegiance was said.

Due to COVID-19 we are practicing safe social distancing.

 

Chad explained that Supervisor Bill Schneider passed away in September.

 

Minutes

Minutes for the October meeting were presented to the Board. Motion to accept the October Meeting Minutes by Bruce, second by Chad, Unanimous at 7:02pm. Motion to delete the October recording of minutes by Chad, second by Bruce, Unanimous at 7:03pm.

 

Treasurer’s Report

Treasurer’s Report for November was submitted by Myron. Motion to accept the Treasurer’s Report by Bruce, second by Chad, Unanimous at 7:04pm.

Public Comment:  A resident asked about a trailer/camper on Bluff Drive. Chad knows who the owners are as they are planning to build on the lot. He asked Maggie to contact Scott County (Tim Serafina) to check on the property and see if there are current permits.

 

BUSINESS/DISCUSSION:

Sheriff’s Department: Det. Muelken did not attend. This month’s Report listed 66 calls for service, the same amount from last month: 10 medical calls, 10 traffic stops, 10 assist and agency assists, 5 animal (loose or found), 5 civil, 4 hazard, 4 alarms, 4 accidents, 1 death (no other details), and 2 fires.

 

Prior Lake Spring Lake Watershed District:  Christian Morkeberg spoke about the Swamp Lake feasibility study for adding an iron-enhanced sand filter using a BWSR grant. He also commented on the Sutton Lake Management Plan to improve the plant communities and involves removing a small portion of cattails which would connect the two water bodies into one. The Plan has been submitted to the DNR. There is a meeting scheduled for November 16th at Spring Lake Township Hall from 6-8pm for Sutton Lake land owners.

 

Trail Master Planning, Nathan Abney: Nathan Abney was not able to attend but sent a presentation. Bruce spoke about the long-range trail planning which is included in the 2040 Comprehensive Plan. Scott County has a $200,000 grant from Met Council for planning trail access within the county. They want to target two search areas: Prior Lake to Louisville Swamp in Louisville Township (may extend into Sand Creek Township) and from Fish Lake to Cedar Lake Farm. An Open House will be held in the Spring for residents to attend and discuss concerns. There is already trail access included in the design of the Bluff Drive overpass. More funding would still be needed for acquiring property.

 

Stantec: Matt Stordahl provided updates on the following Projects/Topics: Unofficial detours caused by TH 282 road project: No response from MNDOT yet. Plan to work with Bob Ruppe on a follow-up letter. Berkshire Extension Project: Painting has been completed and waiting on street signage to be installed. TH 169 Overpass Project: Design is at the 60% complete stage and will be sent out for review. Project includes overpass, intersection improvements at Bluff Drive and Jordan Avenue, reconstructing existing Berkshire (in front of Cemstone) to 166th Street, and 166th Street to Jordan Avenue. The railroad tracks stay which causes the bridge deck to be about 30 feet high for clearance. Power lines need to be moved to accommodate the bridge but have a long lead time. The Project may be advertised in June 2023 which would open bidding and review with construction starting in September. Jordan Avenue Option: Matt and Chad spoke of a new routing option for Jordan Avenue to follow next to the train tracks and stay out of the flood plain. Then 2 entrances/exits (Jordan Avenue and 173rd Street) to TH 169 could be closed. Need to make a decision and find funding for the Project.

 

Assessment JPA 2023-2027: Scott County performs our property assessment services and has submitted a Joint Powers Agreement for 2023-2027.  Motion by Bruce to sign the Joint Powers Agreement with the County for the Assessment, second by Chad, Unanimous at 8:42pm.

 

Fire Contract: City of Jordan Fire Service Contract invoice and payment for Fire Truck Claim. Motion by Chad to sign this year’s Fire Contract, second by Bruce, Unanimous at 8:44pm.

 

CIP discussion: Bruce commented our top priority projects for 2023 are Sand Creek Drive and Twin Oak Circle which need mil and overlay. Need to get Bob Ruppe started on the legality part of a Subordinate Service District (SSD). We need to get estimates and assessments done. Township Projects needs to be added to the list. Update one-page fact sheet with the latest information and add to CIP planning and budgeting spreadsheet (page 3).

 

Website Update and Task List: Emily added Hwy 21 Public Roundabout meeting, Scott County/Sand Creek Township ballot review, and Sand Creek Township Ballot for Supervisor A to the News section. She added the regular monthly meetings to the calendar for 2023. Task List: She noted what items have been completed from the list and added items under Sand Creek Township Projects and Road Inspection Actions.

 

Road Report: Todd mentioned he was waiting for rain before grading so we don’t lose more gravel. He has tree trimming planned and confirmed the amount of salt and treated salt needed from Scott County.

 

REPORTS/DISCUSSIONS:   

 

Bruce Hunstad: Bruce attended the PMT meeting on Bluff Drive overpass and long-range trail planning.

 

Chad Sandey:  Chad attended two DRT meetings. Camping World has purchased to adjacent properties that need to be re-zoned from industrial to commercial and plan to build a RV Service Center. Covia (Shakopee Sands) filed for bankruptcy and the Flood family has first right of refusal. An informational meeting was held to discuss the Interim Use Permit that is tied to the property and future development plans. Jeff Flood has interest in purchasing the land. Chad also attended the SCALE meeting and commented on the presentation about the impending teacher shortage.
