The regular monthly meeting was called
to order at 7:03pm by Chairman Chad Sandey. The Pledge of Allegiance was said.
Minutes
Minutes for the October
meeting were presented to the Board. Motion by Bill, second by Chad,
Unanimous at 7:04pm. Motion to erase the October recording of minutes by Bill,
second by Bruce, Unanimous at 7:05pm.

Public Comment: Herb Baldwin thanked
the board for putting in the stop sign at Naylor Avenue and Akers Lane. He
asked if the soft corner could be fixed so that traffic must stop. He asked to
add more gravel and blading to W 185th Street, and suggested a
by-pass or pull out lane for TH 282 and Naylor Ave. He also explained that monitoring
needs to continue for the culvert on Naylor and185th.
Dave
Kreuser commented that there has been water running through his property
(field) to the ditch for 10 years since the City of Jordan did some development
and blacktop. Buckman culvert ran under 10 and down the hill. We will have to
inquire with the City.
BUSINESS/DISCUSSION:
Sheriff’s Department: did not attend
Prior Lake Spring Lake
Watershed District: Curt Hennes said that the Hwy 13 will be open
again in another week as they are laying asphalt. The Watershed District has
purchased a used jon boat for carp management, water testing, and collecting
vegetation samples. Sutton Lake Project will have surveying done to map
temporary access and easement areas. DNR will review the outlet plan. For Redwing
culverts, land ownership has been verified, survey approvals received, borings are
now in process. There was a Fall cleanup in October at the Woods in the Wilds
for removal of buckthorn. Twelve tons of buckthorn were removed.
Stantec: Matt Stordahl said the
Bluff Drive Project is looking good look and the volunteer trees are not
pulling on the mat. The volunteer trees can be removed whenever there is time
and manpower. Cottage Homes: Matt explained that Cottage Homes had
another DRT meeting to look at their revised plan. The County still has
reservations about the plan and impact to the site. TH 169 Corridor Study:
2020 is a bonding year so we need to keep having conversations about the Study
and its projects. Bruce said he contacted Mary (County) to see if he could add
items to their Draft CIP: overpass, closures of crossovers, frontage and
backage roads, etc. It is very important that Matt gets meetings scheduled with
all of the parties in the next month. Stantec Pavement Management Plan:
Bruce and Chad like the proposal to have Stantec help with the road maintenance
CIP.
Mullin Trucking: Joe Mullin commented
that they had a driveway that they weren’t using and another that they
blacktopped as their traffic had increased. Scott County said they need to use
one driveway. Joe would like to get a permit for the other driveway. Joe
provided pictures from different times over the life of the property. The
pictures will be kept for reference. The County wants the accesses with Webb
Pallet to be aligned. The Township will accept their driveway application and
discuss the background of the property with the County.
Erickson’s Driveway: Phyllis Erickson had a
new garage built but there was not a driveway permit pulled for it. Two
driveways aren’t typically allowed, especially for residential use. Dave
Kreuser explained that the woman at the County said they didn’t need a driveway
permit. He stayed back from the center of the road 37 feet. There is gravel
from the end of the concrete to the road. The Township expects the gravel to be
removed from the area because it looks like a driveway. Grass should be planted
there instead. The Township will send a letter to the resident to explain the
actions that need to be taken.
Robert Wagner: Robert thanked the
Township for getting the culvert fixed on 173rd Street adjacent to
his orchard. He is proposing installing
private use solar panels on property on west side of 169 for use with Wagner
Bros Bakery, Funeral Home, and nearby residence. The property has been most
recently used for growing pumpkins. The County has asked to have the 14 tracts of
land have legal descriptions. DNR requested they use a grasses and forbs seed
mix within the area. Robert explained that the collectors have a usage of a
couple decades. He expects the
collectors to be up by the end of December if the permits are approved soon. Recommendation/Motion
by Chad to approve Solar Panels installation proposed with a couple of
conditions: if the arrays are not in working order for more than 6 months, they
must be decommissioned or removed, planting of prairie grasses and forbs per
DNR requirement, and the area surrounding the Panels must be kept in a neat,
clean and orderly manner, seconded by Bruce, Unanimous at 8:43pm.
MNDOT Hwy 282
Resolution:
Bruce would like to add turn lanes onto Pueblo Ave. and Naylor Ave. from 282 during
the summer of 2021 while MNDOT is redoing Hwy 282. A storm water system will be
installed at the same time and is expected to be maintained by the Township.
The Township will be meeting with MNDOT to discuss the additions and concerns.
Bob Ruppe needs to review the Resolution.
Ask for the Engineering design before the meeting with MNDOT. Discuss
the Hwy 282 Resolution, 169 Corridor Study, and 169 Re-Surfacing Project at the
meeting.
Public Health Nuisance
Ordinance:
Chad explained that there is a gap in the ability to take care of some people that
have encountered public health nuisances. This Ordinance will apply to the
entire County. Bob Ruppe received the document and made recommendations. The
County updated the Ordinance with Bob’s changes, and Chad agrees with the
changes made. Recommendation by Bruce to accept the Nuisance Ordinance as
written and reviewed by Bob Ruppe and updated, seconded by Bill, Unanimous at
9:03pm. Bruce wants to see the email date from Bob’s version and
notification if further changes are made. Ordinance #31.
Ridges at Sand Creek -
Pheasants Forever Exempt Permit: The last Thursday in February, the Pheasants
Forever group has an event at the Ridges for fundraising. They are looking for
a gambling permit. Motion by Chad, second by Bruce, Unanimous at 9:06pm.
Township Mileage
Report:
We reviewed the Mileage Report for the County that we have 41.016 miles of
roads. Broadway Street South was removed from the list last year in the
annexation with the City of Jordan. Maggie to send the Mileage Map to Stantec. Motion
by Chad to approve the Scott County transportation request for certification of
township mileage of our roads, second by Bill, Unanimous at 9:10pm.
CIP Update and
Priorities:
Bruce to work with Stantec based on their proposal to help prioritize the roads
and actions needed in the CIP. Add a column to the CIP for Stantec comments and
recommendations. We have asked for a time and material bid from Stantec to
review existing activities listed on the CIP.
Website Update and
Task List:
Emily said she worked with Mary Keen at Scott County to get our Township
website updated on their pdf documents. She also emailed Tracy Cervenka at
SCALE to ensure our website link works on their site. Chad said to add the Sand
Creek 101 document to the Home Page under News. Any updates to the News section
should also be added in the email to residents. Bruce has suggested adding
Solar Garden information and the Scholarships to the document.
Todd’s winter
activities: Chad would like to track seasonal activities
for Todd. For Winter, snowplowing, and tree trimming are the only activities.
Bruce would like to track the tree trimming activities by road name. There is a
dead tree on the south end of Jordan Avenue that needs to be removed.
Motion to amend the Agenda to add item 13 to review
and approve the contract for Dvorak Excavating, Unanimous at 9:33pm.
Dvorak Excavating
Proposal:
Contract starts November 1, 2020. Todd explained many costs have gone up. Motion
by Bill to approve the prices and Todd’s contract for the next 3 years,
seconded by Bruce, Unanimous at 9:38pm.
REPORTS/DISCUSSIONS:
Bruce Hunstad: Bruce attended the Ordinance Revision meeting and 169 Executive
Board Meeting. In November he will be attending the Minnesota Association of
Townships Conference.
Bill Schneider: Bill attended the DRT meeting with Cottage
Homes. He also attended the Unified Transit meeting and FEMA meetings.
Road Report: Bill explained that the roads are in pretty
good shape. He put up stop signs on Akers Lane, Golfview Drive, and Xanadu.
Road salt has been ordered. Motion to
accept the Road Report by Chad, second by Bruce, Unanimous at 9:46pm.
Chad Sandey: Chad attended the SCALE meeting and DRT
meeting with Cottage Homes. He also met with Shakopee Sands (Covia) where they
discussed the berms along 169 and their hydroseeding. A resident at 170th
and Zumbro will be purchasing land on the south side of his property to put in
a robotic dairy barn. He will need a grading permit, a large well, a culvert
running under 170th Street for sewer lines, and driveway changes.
