Called to Order

The regular monthly meeting was called to order at 7:03pm by Chairman Chad Sandey. The Pledge of Allegiance was said.

Due to COVID-19 we are practicing safe social distancing.

 

Minutes

Minutes for the December meeting were presented to the Board. Motion to accept the December Meeting Minutes by Bill, second by Bruce, Unanimous at 7:05pm. Motion to erase the December recording of minutes by Bruce, second by Bill, Unanimous at 7:05pm.

 

Treasurer’s Report

Treasurer’s Report for January was submitted by Myron. Chad noted Myron’s illness and absence. Motion to accept the Treasurer’s Report by Chad, second by Bruce, Unanimous at 7:10pm.

BUSINESS/DISCUSSION:

 

Sheriff’s Department: Det. Muelken spoke about the Report that listed 51 calls for service, up from 40 last month: 13 medical, 17 accidents, 2 Conservation (hunting complaints), 1 Trespass, 1 Warrant Attempt, 1 motor vehicle theft (Camping World) and 1 stolen property.

 

Prior Lake Spring Lake Watershed District:  Curt Hennes noted that three Manager positions terms are ending in 2022. Board interviews are being held January 12th. Five are interviewing for three positions. They are working on paperwork for filing grant proposals through BWSR. It is prime time for capturing carp – sein updates to follow. Still looking for the right place to setup offices and are looking at Scott County Fairgrounds with Soil and Water Conservation group. Watershed District is staying with contractor EOR, but also want to have Stantec on some projects.

 

Stantec: Matt Stordahl provided updates on the following Projects/Topics: Unofficial detours caused by TH 282 road project: Matt and Myron worked on the 3-year average costs for maintaining roads with overage to be billed to MNDOT. Matt will send it (copy Board) and follow up. Berkshire Extension: Hit a milestone - 100% of the plans and design documents have been sent to MNDOT. Diane Langenbach (MNDOT) will be working on a Traffic Management Plan for the acceleration lanes. There are temporary easement needs for all of the properties (for grading). Because of HSIP rules, Stantec put together a document that needs Diane’s (MNDOT) approval. Need Bob Ruppe to put together the filing document. When done, we will need to get it/them signed. For the grade issue, Stantec has modified vertical profile at Bluff Drive so we don’t lose work done for overpass. TH 169 Overpass Project: Project is progressing well. They have questions about the driveway to the apartment building. Should the driveway be gravel or paved, 24-foot wide or 15-foot? What is the most economical way to give them access to Bluff Drive? An alternate path would be to acquire land from SMSC and extend driveway to Berkshire Ave. Matt is working with Brandon on getting the 1-page updated to include larger area for soliciting for funding. Bruce asked if Stantec can finish the work vs waiting for Brandon. We need to write letters to legislators now for funding.

 

Weed and Brush Control Pilot/Survey: We discussed the proposal and started on the survey with an agreement on total miles and right-of-way miles. Bill to finish filling out survey and send to Bruce and Chad for review.

 

Resolution Polling Place: Chad read Resolution (2022-01). Motion by Chad to approve the Resolution designating the annual polling place for 2022, second by Bill, Unanimous at 8:20pm.

 

Webb Pallet Lighting: Newly installed lighting at Webb Pallet is in excess of County requirements. Marty Schmitz (Scott County) and Greg Wagner (Scott County) spoke with them. Webb brought in an electrician to start adjusting the lighting but the bucket truck malfunctioned and will have to make a second trip. Tim Serafina (Scott County) was asked to help with communication between business and neighbor (resident). More news will come next month.

 

Deputy Treasurer Appointment: Discussion about who can help fill the role. Both Shelley Pauly and Kevin Nordick were discussed. Interviews will be setup for applicants. Training will be included.

 

ARPA Funds: Maggie will be joining the training by MAT on January 12th.

 

Website Update and Task List: Emily added the snowmobile trail map to the News, January Draft and Final Agenda and minutes to the website. Bruce said that City of Jordan added the snowmobile map to their website, Snow Trails and Polaris Ride Command app added it too. Task List: Discussed additions from December. Maggie will ask Tim Serafina to provide reports for our meetings.

 

REPORTS/DISCUSSIONS:   

 

Bruce Hunstad: Bruce attended meetings with Stantec on Berkshire, Bluff Drive, and overpass projects. He put in the signing for the new snowmobile trail.

 

Bill Schneider:  Bill attended the SCALE meeting which discussed cannabis, including issues Colorado has had when they legalized it.

 

Road Report:  Bill noted that the roads are looking good. Todd to add blue salt/sand mixture. Trimming of brush on Valley View and South Sutton. Motion by Bruce to approve the Bill’s Road Report, second Chad, Unanimous at 8:47pm. Todd was asked to clear cul-de-sacs differently (clock wise). For the upper cul-de-sac, push the snow onto the empty lot. For the lower cul-de-sac, push the snow into the woods.

 

Chad Sandey:  Chad discussed the upcoming meetings. There will not be a Workshop this month. Rural Fire Meeting is Wednesday, January 19th at Jordan Fire Hall. Annual Meeting is March 8th at Jordan Fire Hall at 7pm. Board of Audit is February 23rd at Jordan Council Chambers at 6pm. No date yet for Board of Equalization.
