Called to Order:
The Planning Commission meeting was
called to order at 6:08pm by Chairman Chad Sandey. The Pledge of Allegiance was
said.
Minutes:
Chairman Sandey provided
history about the situation regarding actions by City of Jordan before the
meeting to all who were present.
The agenda for the public hearing is
for the Planning Commission to hear comments about the Sand Creek Township proposed
Land Subdivision Ordinance.
Peggy Jo Dunnette
spoke about the area planned for development. She asked the Board to be careful
about decisions made and to consider a conservative approach to development.
Raul Sawyer(?)
and Katie Sawyer said they didn’t want to see the beautiful area turn into a
gravel pit and the land turned into an industrial park.
Chad closed the
Public Hearing for the Sand Creek Township at 6:13pm.
Motion by Bruce
to adjourn the Planning Commission meeting, second by Lee, Unanimous at 6:13pm.
Chad opened the
special Sand Creek Township meeting.
Call to Order: The special Sand Creek Township meeting
was called to order by Chairman Chad Sandey at 6:13pm.
Minutes:
The reason for
the Township meeting to discuss the Land Subdivision Ordinance and vote on the adoption
of the Land Subdivision Ordinance and County Service Agreement.
Chad explained
the reason for the Land Subdivision Ordinance is to enable the Township to act
against the City of Jordan’s Resolution that allowed their city limits to
overtake our Township unless our Township had our own Land Subdivision
Ordinance. The Township wants to keep the area rural and as a Township
environment instead of it changing to a municipality. We cannot change the land
ownership rights as they are required to and subjected to the Land Subdivision
Ordinance language regarding environmental and septic concerns. The Township
Board wants to be conservative with the rural environment. Although the area is
zoned different than it once was, keeping it in the Township’s hands is the
best way to keep it as less density. It is a fine line between some residents
wishing for no development vs the development planned by owners of the land.
Bruce noted that
we need to pass the Ordinance as we don’t have control of our land. This whole process
is needed to get control of the Township land back.
Motion by Chad to
adopt the Land Subdivision Ordinance as proposed, second by Bruce, Unanimous at
6:19pm.
Chad noted the
Land Subdivision Ordinance needs to be followed by the method of a County
Service Agreement. Our Planning Commission would turn over any of the
submittals and applications for Subdivision work to the Scott County’s services.
Bruce commented
that it is basically the same Services Agreement that we’ve always had but the
Sand Creek Township Planning Commission reviews it first. Then the County will continue
to do the work they have done for us in the past.
Chad read
specifically the three (3) “Whereas” points important to the Township Board.
Motion by Chad to
adopt the County Service Agreement, second by Bruce, Unanimous at 6:22pm.
Documents were
signed.
Motion to adjourn the
meeting at 6:29pm by Chad, second by Bruce, Unanimous.
